1983 evinrude 70 hp wont start

iv put a new Key Switch in this.....New Starter.... I how hear a beep (horn) i turn it over (key switch). Motor wont start...ls locks up...

I think you need to explain the symptoms a little more thoroughly for a good answer.

 

Motor is "locked up" do you say ? Pull the spark plug leads and try to turn the flywheel with your hands ( clockwise). You should feel three distinct compressions per revolution. If it does not turn at all, it has internal problems of a serious kind. If it is free to turn, obtain a workshop manual, it is a great waste of time to tinker without knowing troubleshooting procedures, not to mention the risk of causing more damage.

The very first part you should buy for this old engine is a manual, so you can read up on the standard diagnostic procedures and processes that would make determining what's up, relatively easy. From what you've described, it sounds like you've wired something up wrong, assuming it use to start normally, before you changed the ignition switch and starter. R&R of the switch can't cause the engine to "lockup", it's just not possible, though improper starter installation could lock her up. The quick check is to use some jumper cables directly on the starter high tension lead. Ground to the block and touch the hot cable to the big electrical lug on the starter. This bipasses everything and the starter will spin, if it can, turning over the engine too. If it doesn't spin, remove the starter and perform the same test, but attaching the ground cable to the starter frame. It should literally jump off the table you set the starter on, if it's working right. If it does, you know the install was wrong, something is binding, maybe needs a shim or two, etc.

 

Battery might be flat ! Maybe he switched a wire to the overheat warning.......so much "fun" can be had guessing without a manual.

Look, this hunt and peck method isn't going to work very well nor quickly. If you can turn your engine by hand, it's not locked up, so maybe this is simply semantics, but you still need to run through the obvious concerns, like is the drive gear binding on the flywheel, does the starter spin up if unbolted from the block, etc. Knock off the potential issues one by one and something will pop up, as you're checking stuff.

 

If the motor does not turn over, but is able to be turned by hand, clearly you have a starter issue, whether it be starter motor, solenoid, battery output etc. If it is cranking but not starting, there are a raft of possible causes, ( I assume if you refer to "good gas", you are at this stage) best addressed logically with the help of the troubleshooting section of the workshop manual.

 

This is the problem on this thread, limited explanation by the OP. Clearly anyone with modest experience can sort out this thing in a few minutes, just with logic and rational approaches to the situation. The OP might be best served in just taking this puppy to the local outboard repair shop.
