tom kane: Ground Effect Vehicle
Not intended to fly but just to negotiate shallow water. Lift from rotor helps to reduce draft and climb over sandbars and to steer. Fit rotor in shroud for safety. You can fly if you wanted to design that way.
Even use diesel power motor.
